USCIS sought OMB review for this proposed rule on 04/09/2008 and the OMB approved it in two weeks. Probably, this is related to the ongoing North American leaders free trade improvement talk initiated by the President Bush. It is anticipated that this proposed rule be published soon. As usual, this rule making process will still take time since the proposed rule should be published with a certain comment period, after which the USCIS must again draft a final or interim rule reflecting the comments received. The final version will have to then be cleared by the OMB again before this rule is published in the federal register as a legally binding rule which will benefit the border countries' professionals to come to and work in this country on a three-year increment indefinitely.
