H1B denied as the candidate was unable to provide a letter from the University's Registrar

It is obvious that the candidates complete there post-graduation in US before April. However, the convocation or graduation ceremony would be held only later in June or July.

But, USCIS is very strict and follows rigid rule for proof of completion of US Master's. I have encountered a case where we have submitted all the relevant "specialty occupation" including a letter from Univeristy's Dean, Professor and Associate Professor on its letter head and seal confirming that the candidate completed her US Master's requirement long time back before April 1. Moreover, a sworn statement of the candidate was submitted which clearly mentioned that as per the University's Policies Registrar would not give a letter. Even then USCIS is rigid and denied the H1B saying the candidate did not complete her US Master's requirement.

With this post I humbly advice USCIS to be kind a give a soft look on the candidates who has demonstrated and convieniently proved there completion of US Masters requirement before April 1 and the Registrar letter is not the only conclusive proof.
